The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.

The  State Emergency Service (SES) is an Australian volunteer organisation that provides emergency help during and after declared (natural or otherwise) disasters.

Consider other tags

While similar services and organisations exist in many countries, the tag is problematic, since it takes a country-specific acronym (SES) that is not self-explanatory and not understood elsewhere. Please discuss here.
