Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.
The maxspeed:seasonal:winter=* tag is used to map a speed limit which is posted on the highway in the winter. By default, values will be interpreted as kilometres per hour. If the speed limit should be specified in a different unit the unit can be added to the end of the value, separated by a space (see Examples).

Finland
In Finland most of the main roads have their speed limit changed for up to six months in the winter. The change takes place over a period of (usually) a few weeks, partly depending on the area's weather conditions. The change is mostly done by changing the physical traffic signs, although on some of the more recent main roads there are variable speed limit signs.
The table below shows the usual change in winter speed limits. The actual limits may differ depending on local conditions; for example some motorways and highways in Lapland have 100 km/h also in winter.
