The hospital:level:DE=* tag is used to describe the Versorgungsstufe. A similar tag, which this proposal is modeled on, is already in use for China: Key:hospital:level:CN.

While the exact conditions for each level are somewhat in flux[1], the most pragmatic (and CC0 verifiable) approach to tagging this at the moment is to use the hospital's self-description on their website. If this tag is broadly adopted, it would be helpful to conceive of tagging strategy for levels 1 and 2, but at the moment, it is already useful to be able to differentiate level 3 "Maximalversorger" from the rest, even if there is a gray area in defining this term. It is likely that recent proposals by the federal government[2] will lead to more rigorous, national definitions of the three levels, but given the practical importance of the distinction between "Maximalversorger" and other health care institutions, (and manageable total number of hospitals in Germany from a tagging / maintenance perspective) it would seem useful to already go ahead with this tag.
