The proposal has been rejected last month. Work will continue on further documents, see Proposed_features/Traction_substations_extension. This one shouldn't be edited.

Reasons

The existing key substation = * is currently shared between the power = substation and pipeline = substation objects to provide details about the role of a substation. Some values ​​approved as transmission and distribution concern the hierarchy of the station and others less used as converter and measurement functions rather than the devices installed in the station. This poses problems when we have to describe both the hierarchical and the functions of the sub station.

OSM needs a better model with values and descriptions to guide mappers.

Currently, there is no dedicated value for substations attached to power plants. Substation = transmission is used while some plants are directly connected to the distribution networks.

Most substations are described with voltage = * in OpenStreetMap but you have to take the values ​​with care. It is currently recommended to mention at least the highest voltage in the post. Thus a single value of this key can mean that there is only one voltage in this post, or that the contributor has only indicated the highest. It is not possible to determine if transformers reduce this voltage. It must be said that voltage = * is comfort tagging for renderings to facilitate the choice of colours based on the presumed size of the substation depending on the voltage inside.

distribution An electrical distribution station is usually part of a network operated at voltages between 90 kV and 25 kV. It also supplies a local distribution network operated below 25 kV. It contains transformers that lower the voltage received from the transmission network, but does not allow transit between the power lines (otherwise use substation=transmission). This type of post does not yet directly supply homes or low-power customers (see substation=minor_distribution.
minor_distribution It is a small right-of-way with low-power transformation facilities to power the low voltage networks on which homes are connected (400V / 230V in Western Europe). These stations are powered via the HTA network and are usually operated between 3 kV and 30 kV. These posts are normally indoors, in cabins (building=yes) or cabinets (man_made=street_cabinet + street_cabinet=power).
generation A station located in or near a power plant and exclusively designed to discharge energy or fluids produced by the power plant to a transmission or distribution system
industrial These are stations supplying large industrial complexes, for the use of a single customer.
