How about new value "hand_carry"?

Difference between stroller and wheelchair could be if it can be carried by it's user. Even in situation that there are no ramps or other flat surface, stroller can be picked up for short distance.

So I would like to propose "stroller=hand_carry" as new value. Is this make sense? --User:Nyampire June 24, 2018
