Proposal: Remove surface=water from ford=yes
ford=yes implies that a way or node is covered by water. Therefore a surface=water tag on the same object provides no additional information.
In fact, the documentation on ford=yes suggests that the surface value should describe the bed of the waterway=*, which cannot be water itself.
Therefore I suggest that any surface=water tags in combination with ford=yes be removed.
