Les limites administratives des quartiers ainsi que les noms des rues ne sont souvent disponibles que dans la tête des fonctionnaires ou dans des documents anciens et difficiles d'accès, alors que les villes congolaises se développent rapidement. De ce fait, les services de base tels que la livraison des marchandises et la gestion des déchets, ainsi que l'urbanisme, sont confrontés à des problèmes récurrents d'efficacité car le temps et parfois même les marchandises se perdent.
Dans la ville de Butembo, à la suite de la cartographie récente du système sanitaire, la Mairie a fait appel au groupe local OpenStreetMap RDC pour l’assister dans le processus d’identification des avenues aux noms manquants, afin que ceux-ci puissent être établis avec la participation des chefs de quartiers et de cellules notamment, avant d’être diffusés via l’installation de panneaux et la publication de cartes à jour. Une fois le processus complété, les données bénéficieront directement aux taximen (motos et autres véhicules) disposant de smartphones et dont les livraisons souffrent actuellement de l’absence d’adresses précises.
Additionnellement aux objectifs précités, dans les villes où les contributeurs OSM sont rares, l’objectif est de faire remonter la cartographie entamée par les contributeurs présents au niveau de la ville, d’augmenter le nombre d’utilisateurs et ainsi de contributeurs des données, et finalement d’enrichir la base de données OSM. A Kananga, les contacts initiaux ont suscité un intérêt pour la cartographie du patrimoine culturel de la région.
Les limites administratives sont des données recherchées par de nombreux étudiants durant leurs travaux et institutions dont la majorité n’ont pas accès aux outils de cartographie numérique. A travers chacune des villes, cette cartographie appuiera les processus de plaidoyer auprès de partenaires et de planification de villes plus durables.

Please provide a clear and well defined solution to the data gap / opportunity (Max 400 words) A Butembo, des cartes provisoires seront produites pour faciliter l’identification des avenues dont les noms sont absents, par la mairie et les chefs de quartiers. Après l’officialisation des noms par la Mairie, ceux-ci seront intégrés à la base de données OSM et mis à disposition sous forme de cartes papier notamment.
A terme, la mairie envisage d’élargir le processus de numérotation des parcelles à l’ensemble de la ville. Si cette étape devient effective avant la fin de la période du projet, les numéros de parcelles seraient intégrés à la base de données OSM dans au moins un quartier test. Cette base à jour contenant au minimum les limites des cellules administratives ainsi que les noms d'avenue et peut-être certains numéros sera ensuite mise à disposition des conducteurs de motos (taximen) à travers des applications mobiles en les invitant à contribuer à leur tour là où ils noteraient des problèmes.
Dans les autres villes, cette solution sera implémentée tout en tenant compte de la taille de la ville, des données existantes, ainsi que de la jeunesse des groupes de contributeurs locaux.
Des collaborations avec les départements liés à la géographie localement permettront aux débutants de découvrir les bases de la cartographie numérique et potentiellement d'élargir la base des contributeurs.

(1) Rendre les données administratives locales géolocalisées accessibles aux services de la mairie, aux étudiants et chercheurs des structures d'enseignement supérieur et les données d'adresses au grand public, dont les fournisseurs de service.
(2) Mettre à jour et collecter les données manquantes à travers une combinaison de techniques de cartographie à distance et au niveau du sol. Appuyer la mairie de Butembo dans le processus de nomination des avenues sans nom. Rendre ces données accessibles via la production et diffusion de cartes de base et à travers la diffusion d'applications de navigation hors ligne.
(3) Mise à jour et contrôle qualité du réseau routier existant sur base de l’imagerie satellitaire (à l’aide du Tasking Manager, de JOSM et éventuellement de RapiD) Si nécessaire, possibilité de faire du tracking d’avenues manquantes dans des nouveaux quartiers non visibles sur l’imagerie en utilisant ODK, OsmAnd ou OSMtracker. Réalisation de cartes imprimables avec QGIS Collecte de noms d’avenues existants avec StreetComplete Tracking des limites de quartiers, à pied ou à moto avec les applications mobiles listées plus haut Création des relations de limites administratives dans OSM via JOSM
(4) Depuis 2020, un nombre croissant de contributeurs congolais se sont formés à la création et mise à jour des relations dans OSM. De plus, en 2021, ceux-ci ont été formés à l’utilisation de plusieurs outils facilitant le contrôle qualité. Ils utiliseront le validateur JOSM et d’autres outils pour assurer la qualité des données intégrées. Ces contributeurs supporteront et formeront également un noyau de contributeurs dans chaque nouveau groupe local.

Dans notre proposition du budget, nous avons prévu plusieurs rencontres avec les gens de la communauté, ces échanges sont axés sur comment utiliser les outils libres de collecte des données et sur la réutilisation de la donnée OSM. A cette occasion les applications OSMAND, StreetComplete, OsmTracker seront présentées et installées dans les téléphones mobiles des participants et seront formés sur l’utilisation pour qu’ils participent aux activités de collecte prévues dans notre proposal. Les comptes OSM seront ouverts à leurs noms.
Nous avons également prévues des séances de formation dans des institutions d’enseignement supérieur (ISP Muhangi, ISBN, UPKan) sur QGIS pour renforcement des capacités des enseignants du département de la Géographie et Histoire, gestion de l'environnement dans l’objectif double: d’une part la transmission des connaissances entre enseignant et étudiant et d’autre part la réutilisation de la donnée OSM. A part cela, nous avons une rencontre avec les membres des associations des transports (Moto taxi et Véhicules) via leur plateforme qui les regroupe; une plateforme qui rassemble une dizaine d’association et chaque association avec plus de 500 membres en moyenne; La rencontre sera basée sur la navigation/adressage à l’aide des applications de navigation (OsmAnd) pour retrouver les lieux facilement (eux peuvent ajouter des notes s’ils constatent certaines incohérence. Ainsi faisant, nous occasionnons la réutilisation de la donnée OSM. Les contributeurs seront aussi formés sur la création des relation en intégrant les limites des cellules administratives. Les femmes sont une grande armée que l'on sous-estime dans la communauté, la cartographie participative donne une bonne occasion aux femmes cartographe de montrer ce à quoi elles sont capable pour aider leur communauté. A rapport avec ce projet, la participation féminine sera visible tant parmi les formateurs que parmi les participants.

Nous proposerons à la Mairie une méthodologie utilisée dans d'autres villes sur la nomination des avenues. Avec l'aval de la Mairie, nous transmettrons la méthode aux chefs des 28 quartiers de la ville dans une séance d’échange à la Mairie ou soit dans chaque bureau des quartier séparément. Les chefs des quartiers à leur tour réuniront les chefs des cellules dans les séances de travail sur la proposition des noms des avenues. Les chefs des cellules sont plus à contacte avec la population par la fait qu'ils gèrent une aire très réduites de l'administration et puis l'activité des nominations des avenues sera connu dans la communauté à travers ceux-ci.

Nous organiserons plusieurs séances de formations avec beaucoup de couches de la communauté entre autres les Taximen, les enseignants, les étudiants, les chefs des quartiers et les chefs des cellules, les personnels du service de l’urbanisme et habitat. Cette méthode fera intervenir beaucoup de contributeurs parmi lesquels la participation féminine avec des compétences différentes. Cette diversité des connaissances sera partagée avec d’autres gens de la communauté locale y compris des femmes volontaires et couvrira, par exemple, la formation des contributeurs sera supervisée sur la création des relations de limites administratives. Du côté des communautés OSM, le partage de connaissances et d'expériences est prévu entre sous-groupes locaux d’OSM RDC, par exemple entre les contributeurs de Butembo, Beni, Kamina et Kananga. Idéalement, une présentation des résultats ou des outils utilisés pourrait être organisée à destination de contributeurs présents dans d’autres villes du pays, non directement concernées par le projet.

Insécurité
Le projet risque de se heurter au problème d’insécurité généralisée dans le Nord-Kivu et Ituri, mais également la désinformation sur la balkanisation de l’Est de la RDC. Cela constitue un défi majeur du projet qui risque, malheureusement de toucher les activités sur de terrain à Beni et Butembo. Le Nord-Kivu connaît la guerre depuis maintenant 20 ans, la population vit dans la peur au quotidien cela entraîne beaucoup de stress.
Logistique
Au niveau des participants, les difficultés d’accès à la connexion, au courant, à des appareils fonctionnels (smartphones avec antenne GPS et laptops) en particulier dans les villes de Kamina et de Kananga sont probables.
