The sea_kayak=* tag is a water access tag for 
sea kayaks and similar paddlecraft. It is a subtag of kayak=*, which itself is a subtag of the more common canoe=*.
Background
Sea kayaks are a specific class of boat designed to be paddled on the ocean or large open water bodies such as bays or lakes, either tidal or inland. These are challenging environments with rapidly-changing conditions that can present real mortal peril. A typical canoe or kayak is not necessarily safe to paddle across vast open water, so in these cases we need to tag sea_kayak=* separately from canoe=*.
