The url for data bc is now https://www2.gov.bc.ca/gov/content/data To access the data catalog https://catalogue.data.gov.bc.ca/ This is now under licence version 2.0, https://www2.gov.bc.ca/gov/content/data/open-data/open-government-licence-bc

I am not qualified to make a descision as to whether or not it is considered compatible with OSM, but feel that it probably still is.
