Chris2map, why would this template be translated into other languages? There is no text in it, it just adds a license template and a category - which are both in English and are untranslatable. Moreover, there is no need to separate the documentation from the template - this is a practise from English Wikipedia for templates which are highly used and blocked for non-admin users, so everyone can edit documentation. Having the documentation in one place, one can immediately change both the template and improve the documentation in one edit. maro21 19:59, 13 March 2022 (UTC)
