交通

HDM の交通オブジェクトは UN Spatial Data Infrastructure for Transport (UNSDIT) [[1]] をもとにしています。 下記の人道支援交通フレームワークは、ハイチにおける運用上の要望に合わせて調整された、 UNSDIT のサブセットです。こういった要望は、直接的に現地で必要とされたり、過去の人道支援の経験をもとにしたものです。

  • 人道支援データモデルの保健医療施設オブジェクトは、以下のデータモデルをもとにしています：
  • 上記の資料は、(i) ハイチで行われている災害支援活動の現状、及び (ii) 開発途上国 (DC, Developing Countries) や後発開発途上国 (LDC, Least Developing Countries) におけるその他の緊急事態対応や開発支援、とに有意義なフレームワークを定義するという観点で WHO の専門家と議論されています。この保健医療施設オブジェクトの今後のバージョンでは、(まだ構想中ですが) 迅速な緊急支援および OSM と人道支援を実践する人たちとにおける議論から段階的に離れても、複雑さの中で反応が得られるような運用上のニーズに見合うかたちで発行されるでしょう。
  • HDM と PAHO のデータモデルの対応づけ (PAHO をハイチでの必要性にあわせた HDM のサブセットとする) に注力していた、保健医療施設表の以前のテンプレートはメンテナンスされており、this subpage で表示されます。これは進行中の PAHO Health Facility data import 向けの主要なサポート文書です。

内部避難民 (IDPs) キャンプ地

HDMのIDPキャンプ地オブジェクトは、シェルタークラスタに対する情報管理(IM)サポートサービスを提供するNGOのMapActionによる初期の人道支援で利用されていた、Camp Coorination Management(CCCM)の迅速キャンプ地調査資料に基づいています。 これらは人道的領域で活動している現地対応者の要求に応えるように、暫定的なフレームワークを定義するためにMapActionデータモデリングのエキスパートとともにレビューが行われました。 今後、より精細な現地資料や、現地対応者によるフィードバックが追加されることで、さらにチェックが行われるものと思われます。

HDM オブジェクトの 稼動状況 は、オブジェクトが意図された目的どおりに機能しているかどうかをあらわします。人道的な危機の文脈においては、情報それ自体と、その情報の信頼性がともに重要です。信頼性は、定義された信用レベルのうち一つで明確に表現されます。

OSM の Map Features は、HDM オブジェクトの稼働状況をあらわす適切なタグをまだもっていません。一例をあげると、access=* は legal or vehicle-oriented で、地物の operationality は考慮されていません。新しいタグを導入する必要があります。

実用性

※（訳注）「実用性」よりも「通行可能」の方が適切かもしれません

OSM のMap Features をマッピングする動機は、制約されたアクセスにタグをつけるスキームです。foot=yes/no、hgv=yes/no、motorcar=yes/no などを含めたタグ一式を使って、OSM にマップされた highway へのアクセスに制限があることを表現することができます。同様に、人道危機に関連のある highway の 実用上の制約 を表現するため、頭に practicability をもつタグ一式が導入されました。すでに確立されているアクセス制約のためのタグを再利用すべきではありません。なぜなら、アクセス制約と実用性は直交した概念だからです。practicability:hgv=yes タグのついた highway は hgv=no で制約できます。
